The Board meeting was held at the library and via video conference and was called to order at 7:23 PM

Staff: Phyllis Skidmore (Librarian), Bill Budde (Russell Collection)

Board Members Absent: Bill Henry, Dave Van De Water, Don Trachte

Public comment – there were no comments.

Additions to the agenda –
   • Recognizing our bookkeeper
   • Correcting the date for the March meeting

   • Previous meeting’s minutes – Brian moved that we approve the January minutes with no changes. Carol seconded. The motion passed unanimously.

Election of Officers

The following slate was presented
    President: Laura Crosslin
    Vice President: Carol Farley
    Treasurer: Denise Koller
    Secretary: John Spencer
   • Alyson moved that we accept the slate of officers, Brian seconded – the motion passed unanimously

Librarian’s Report
   • Written report submitted
   • Grant from Berkshire Bank for children’s programming ($1,800)
   • Holly did a mid-winter conference and said it was wonderful.
   • Phyllis will be printing out Director’s Operations manual once we decide on her decision-making latitude.
   • Overdues are up, but Phyllis will be working on that.
   • Summer reading theme is “Tails and Tales”. Ordering some supplies for activity kits.

Russell Collection
   • Written report submitted.
   • Working on an article to be published about Dr. Russell.

Old Business
   • Review of Written Plan for Library Operations During the Pandemic. Phyllis reviewed the wording she worked with Brian on. A discussion about when to re-open the library to in-person traffic. Sheila summarized her thoughts that numbers in Bennington County are still pretty high. Brian asked when the town hall will re-open. No one knew – it is currently by appointment only. Brian still believes that the library should not be closed to the public. Phyllis is not comfortable with the numbers. Up to 30 in Arlington. Brian is not going to push something that Phyllis is not comfortable with. Denise moved that we make the decision to open to the public in the library will be on a month-to-month basis. Carol seconded. The motion passed unanimously.

New Business
   • Review the procedures to clarify Librarian’s latitude in choosing to close the library. Phyllis said the wording might also go into the Librarian’s job description. Brian will also participate.
   • Next meeting was announced as March 1st, but it should have read March 8th, due to town meeting.
   • Denise is hesitant to set a precedent, but in the past year, Cindy Herman has gone through a lot personally, but has not missed a moment in getting our reporting each month. Her performance this year was amazing so Denise would like to recognize this. The trustees madesome recommendations. Sheila made a motion that we recognize Cindy, Brian seconded. The motion passed unanimously.

Sheila moved to adjourn. Carol seconded. The vote passed unanimously.
